Hermann Muller introduced the concept of LNT ("Non-Linear Threshold") by ignoring lack of low-dose data.

Ed Lewis

Ed Lewis presented the following data to support the LNT model:

It was based on this source-data. Ed Lewis combined Zone D and Zone E into a new, broader "Zone D" which obfuscates what happened to 32,963 Hiroshima survivors who were over 3km, but NOT under 2km from the hypocentre.

Here is how Ed Lewis then interpreted the results to others. By combining Zone E and Zone D, Ed Lewis misses the low-dose impact (or lack of) of low-dose radiation.
